EXCLUSIVE CONFIDENTIALITY AGREEMENT
This Exclusive Confidentiality Agreement (the “Agreement”) is made and entered into as
of March 19, 2026 between DTE Energy (“DTE”), whose address is One Energy Plaza, Detroit,
Michigan 48226, and LeCom, LLC, a Delaware limited liability company (“Recipient”), whose
address is 27663 Mound Road, Warren, MI 48092; each sometimes individually referred to as
“Party” or collectively referred to as “Parties”.
WHEREAS, Recipient desires that DTE disclose certain Confidential Information relating
to the Project; and
WHEREAS, DTE desires to protect the confidentiality of such information.
NOW, THEREFORE, for and in consideration of DTE’s disclosure of Confidential
Information and of the mutual promises contained in this Agreement, each Party agrees as
follows:
1. 	Project. For purposes of this Agreement, Project means Overhead Construction.
2. 	Confidential Information. The term Confidential Information means any information disclosed
by DTE, or on behalf of DTE, to Recipient, whether written, oral or otherwise and includes,
but is not limited to, any and all technical, business or financial information or property owned
by or licensed to DTE or otherwise relating to DTE and/or any of its affiliates and related entities
which is disclosed to Recipient, including but not limited to information regarding products,
processes, personnel, finances, operations, trade secrets, know-how, formulas, data, network
configuration, strategic partners, drawings, proprietary information, marketing, strategic or
other plans, energy generation, transmission or distribution costs, customer names or lists,
prices, or any other non-public information. 	Confidential Information includes information
disclosed prior to formal institution of the Project, during the Project, or after formal termination
of the Project. Confidential Information also includes written notes, memorandum, analyses,
studies or reports made or prepared by Recipient

To Whom it May Concern:
On behalf of LeCom U�lity Contractors, I am pleased to submit our response to DTE Electric’s Overhead
Construc�on RFP No. 238244. LeCom has served as one of DTE’s largest overhead baseload contractors
for years, and this proposal reflects our commitment to the three quali�es we know mater most to DTE:
safety accountability, billing integrity and proven workforce capacity.
Safety is not a program at LeCom, it is a cultural standard embedded in every crew, every shi� and every
job briefing. Our EMR of 0.62 for both 2024 and 2025 reflects a performance well below the industry
average of 1.0. We maintain rigorous pre-qualifica�on, annual HEC compliance and a no-blame near-miss
repor�ng culture that converts field incidents into system-wide learning. DTE can expect a contractor
that owns its safety record rather than managing around it.
On billing accuracy, our back-office team is fully versed in ETS submission requirements, UBL repor�ng
�melines and the documenta�on standards outlined in Atachment C. We submit clean, complete billing
packages on �me — without excep�on. Our internal Delta pla�orm tracks unbilled liabili�es in real �me,
giving both LeCom and DTE full visibility into work completed and amounts pending invoice.
With more than 300 full-�me employees across 11 DTE service territories, LeCom is mobilized and ready
