Confidenal and Proprietary 1 27663 Mound Road Warren, MI 48092 (586) 573-7180 www.lecomutility.com May 22, 2026 To Whom it May Concern: On behalf of LeCom Ulity Contractors, I am pleased to submit our response to DTE Electric’s Overhead Construcon RFP No. 238244. LeCom has served as one of DTE’s largest overhead baseload contractors for years, and this proposal reflects our commitment to the three qualies we know mater most to DTE: safety accountability, billing integrity and proven workforce capacity. Safety is not a program at LeCom, it is a cultural standard embedded in every crew, every shi and every job briefing. Our EMR of 0.62 for both 2024 and 2025 reflects a performance well below the industry average of 1.0. We maintain rigorous pre-qualificaon, annual HEC compliance and a no-blame near-miss reporng culture that converts field incidents into system-wide learning. DTE can expect a contractor that owns its safety record rather than managing around it. On billing accuracy, our back-office team is fully versed in ETS submission requirements, UBL reporng melines and the documentaon standards outlined in Atachment C. We submit clean, complete billing packages on me — without excepon. Our internal Delta plaorm tracks unbilled liabilies in real me, giving both LeCom and DTE full visibility into work completed and amounts pending invoice. With more than 300 full-me employees across 11 DTE service territories, LeCom is mobilized and ready from day one. Our deep partnership with DTE spans more than two decades of collaborave innovaon — from co-developing Contractor HEC policies and pilong the Urma Baseload Crew Rostering and OSA Connuous Assignment programs, to partn
