Harlan Electric Company has proudly served DTE Energy’s service territory for more than 85 years, providing a complete range of transmission and distribution construction services, telecommunications infrastructure, emergency restoration, and street lighting support for new construction, system modifications, repairs, and maintenance. Our experience working throughout Southeast Michigan has given us extensive expertise operating in congested urban environments while maintaining reliable service and strong customer coordination.

As part of MYR Group, Harlan Electric has the ability to leverage additional management resources, skilled labor, and specialized equipment from one of the nation’s leading electrical infrastructure contractors. Our Rochester Hills and Wixom operations support multiple DTE programs, including Distribution Operations, Pole Top Maintenance, Community Lighting, Wixom Pole Yard management, and Service Restoration. In addition to DTE, our local utility and municipal clients include Consumers Energy, Toledo Edison, Thumb Electric Cooperative, the Public Lighting Authority, and the Cities of Royal Oak, Dearborn, Pontiac, and Troy.

Established in 1940, Harlan Electric Company (Harlan Electric) has
successfully completed hundreds of substation, transmission line,
and distribution system projects throughout the upper Midwest and
northeastern United States.
We deliver a complete range of services
including power line construction,
telecommunications infrastructure, emergency
restoration, LED lighting conversion and
traffic signalization for new construction,
modifications, repairs and maintenance; and

SUPPLIER DIVERSITY PROGRAM
Commitment and Participation
MYR Group Inc. (MYR Group) and its subsidiaries are dedicated to the fair consideration of all suppliers in
our day-to-day procurement of materials, equipment, and services as required for any project. Because
we value supplier diversity, we want to provide opportunities for Disadvantaged Business Enterprise
(DBE) firms. DBE firms when referred to herein will include Minority Business Enterprises, Women
Business Enterprises, Veteran Business Enterprises, Historically Underutilized Businesses, and Small,
Women and Minority disadvantaged suppliers that have been certified by a federal/state/or local
government. We have experience working with a wide range of diverse suppliers to provide a competitive
edge in producing high-quality, low-cost innovative products and services. All of MYR Group’s employees
with purchasing responsibility and/or involved in procurement decisions for equipment, material, and
services are expected to notify and give every consideration to using qualified DBE firms in a manner that
is consistent with state and federal laws and regulations. We have exceeded the “expected levels” of on-
site DBE participation on numerous projects and will continue to strive to exceed such levels while

Goods and/or Services to be Subcontracted
To demonstrate MYR Group’s commitment, we have developed a firm mentoring agreement to
subcontract a mutually agreed upon scope of work, as well as agreements with our subcontractors’ that
rates will not exceed MYR’s proposed rates.
MYR Group will solicit by Invitation for Bids, Requests for Proposals, telephone calls or any other
document issued by the state to obtain bids, or proposals for the purpose of entering into a contract with
