DTE Overhead line construction PROPOSAL
Staffing Plan:
Each overhead crew will consist of three to four IBEW Electrically Qualified personnel.
Crew/s will be a mix of Foremen, Linemen, Apprentice, Operator, and Groundman.
They will be equipped with a mix of pickup truck(s), one or two bucket trucks, one line
truck, and pulling equipment (as needed). In areas where work will be off road, track
machines may be utilized. Additional crews may be mobilized to maintain the project
schedule or if needed to mitigate specific project hazards.
Crew Makeup-Single Circuit
• Single circuit work will be performed using a 3-man crew makeup consisting of
an IBEW electrically qualified Foreman, Journeyman Lineman, and Apprentice.
Crew Makeup-Double Circuit
• Double circuit work will be performed using a 4-man crew makeup consisting of
an IBEW electrically qualified Foreman, Journeyman lineman, High Step
Apprentice, and a Low Step Apprentice/Groundman.
Mobilization:
We will begin the project with the mobilization of our crew(s). Each crew consists of
three to four IBEW Electrically Qualified personnel sourced from crews working in the
region on work scheduled to be completed prior to the construction start of this project.
Upon mobilization, crew members will immediately review the WSHP and drive the
hospital route. All NRE crews will meet with DTE representatives to complete the project
onboarding process prior to performing any construction activities. After crews have
completed onboarding, they will begin inventorying material and working with DTE
personnel to confirm receipt of all required components. Should any additional crews or
personnel be mobilized, they will be subject to the same onboarding requirements prior
to starting construction activities.
