P&G Power Company is committed to a diverse, equitable, and inclusive supply chain across all work performed
under DTE Electric RFP #238244 -- Tier 1 Overhead Construction. Our diversity program is structured around three

diverse Tier II spend goal. As the contract grows, this commitment scales proportionally. This is an operational
commitment: we are naming suppliers, allocating spend categories, and building the reporting structure to deliver
it.

2. SUPPLIER DIVERSITY PROGRAM
2.1 Program Structure
P&G Power maintains a formal supplier diversity program targeting 20-25% diverse Tier II spend on the DTE Tier 1
contract. Diverse suppliers are identified at contract award with specific spend allocations tracked monthly and
reported quarterly. Spend tracking is owned by Program Manager Jordan Smith as P&G Power designated Tier II
Reporting Owner. Any projected shortfall against the 20%-25% target is identified proactively so corrective
sourcing actions can be taken before the quarterly reporting

P&G Power is a Michigan-headquartered utility contractor currently operating six active overhead
line construction crews within DTE Electric's service territory under Contract 4400008663, effective
through December 31, 2026. We are not a contractor seeking to break into the DTE supply chain —
we are an existing DTE contractor with crews on the ground today, performing overhead
construction, pole top maintenance, Customer Excellence infrastructure work, and active fleet and
yard support across Western Wayne County and the surrounding territory. When DTE issues RFP
#238244, P&G Power is a Tier 1 bidder that is already on your property, already billing on your
platform, and already familiar with your facilitators, standards, and operational expectations.
Our Michigan Regional Headquarters and primary staging yard are located at 27050 Wick Rd,
Taylor, MI 48180 — within DTE's Western Wayne service territory. We are not a remote contractor
mobilizing from outside the region. P&G Power crews are positioned where DTE works, equipment
is pre-staged, and our pull location is active and operational today. This means no mobilization
delay, no learning curve on DTE's system, and no ramp-up period between contract award and
productive crew deployment. In the event of storm activation, P&G Power can mobilize crews
within one hour of callout — a commitment backed by demonstrated performance, not projection.
Founded in 2017, P&G Power has built a track record of safe, reliable transmission and distribution
construction across Michigan, Indiana, Florida, Colorado, Washington, and Kentucky. Our scope of
experience spans the full range of overhead utility construction: pole replacements,

Clarifying Questions for DTE Supply Chain

SCOPE & TERRITORY

In the storm response section in power advocate. It asks how many storm resources we can consistently provide. Does that include the baseload that would be awarded after the Tier 1 or only outside OH foreign crew?

OCIP (OWNER CONTROLLED INSURANCE PROGRAM)

The statute of repose in Michigan states that coverage is 6 years for filing a claim and in the OCIP document DTE provides 3 years of coverage, are we required to cover the gap in coverage. Our insurance carrier provides endorsements for coverage for the GAP, or can DTE cover the full six years instead?
