Typical Staffing Plan
M. J. Electric, LLC (MJE) staff breakdown in accordance to project scope:
<$1M
(1) PM in the office

(1) Safety coordinator on site if craft level reaches 25 or more.
$1M - $5M
(1) PM onsite part time
(1) Super onsite full time
(1) GF onsite full time
(1) Safety Coordinator on site when craft reaches 25 or more.

(1) PM onsite full time
(1) Super onsite full time
(1) Field Engineer (multiple if contract requires more specific roles e.g., BIM Manager, QA/QC Manager,
etc.
(1) GF full time
(1) Safety Coordinator full time
Generally speaking for all projects the number of GF and Foreman is dependent upon the number of direct
craft hired from the union halls. The ratio is typically 10:1 (Foreman to JWs), and 4:1 (GF to F). Safety
Coordinators are a 25:1 for the first 25 craft onsite and then a SC is added for every 50 craft on the job. So 25
craft = 1 SC; 75 craft = 2 SC; 125 craft = 3 SC, so on and so forth.

Subcontractor Selection
QUESTION: Please explain your process for pre-qualifying and evaluating subcontractors.
Selection of the best subcontractor is an important process in construction projects. The skill and integrity of our
subcontractors contributes to the project’s overall success. M. J. Electric, LLC (MJE) takes subcontractor selection
very seriously and considers many factors before making a decision. We have established systems to determine the
qualities of subcontractors we use. Selection is based on past work experience and/or references, capabilities of
performing specific projects, and past safety performance. Just as our customers want us to have the knowledge,
experience, and resources to complete their projects, we consider factors such as experience with similar projects,
past performance, insurability, and safety record to determine our selection. While M. J. Electric utilizes many repeat
subcontractors due to a safe and efficient history, we require all subcontractors to meet the following requirements:
 Provide all basic company information, including business organization type, certifications, labor
agreement affiliations, and license numbers
 Complete execution of industry standard terms and conditions in the form of a subcontract agreement
 Complete an M. J. Electric, LLC financial and business prequalification, when necessary
 Provide evidence of M. J. Electric or Owner minimum levels of proper insurance coverage
 Provide evidence of a current and prior safety culture and history with detailed information on their safety
performance, safety programs, and any accidents or fatalities occurring in the last five years.
Subcontractor shall submit the following safety documents to M. J. Electric, LLC
- Written Safety and Health Programs
- Written Hazard Communications Program and appropriate MSDS.
- Written Substance Abuse Program

Safety Management Approach
SAFETY COMMITMENT
M. J. Electric (MJE) is committed to providing a safe work environment for its employees and ensuring the safety
of the public. This commitment will be manifested in all aspects of business decision making. System and
programs that support this element include a clearly defined safety policy, active and visible management
support, and participation in safety activities, as well as rewards and recognition. We will integrate all personnel
and subcontractors into our comprehensive program and continue to improve by adopting and sharing best
practices with others in the construction industry.
SAFETY ORGANIZATION
On each project, we establish a safety organization with experienced safety professional leadership to support
industry leading performance. This team will report directly to the Regional Vice Presidents and David Houle, Vice
President of Safety, Health, and Environmental Department who in turn reports directly to the President of MJE.
Our safety professionals will spend the majority of their time in the field supporting operations in identifying and
implementing safety program improvements that work toward eliminating barriers to a world-class safety program.
The on-site safety manager reports directly to the regional operational manager or vice president and division safety
manager. This reporting structure enables operations to take full accountably and responsibility for their safety.
Examples of the on-site safety manager responsibilities include supporting operations to ensure that the entire
safety program is carried out at the work level, that employees utilize safety work practices, eliminate or control
unsafe conditions , make sure that necessary protective equipment is available and properly used, instruct all
personnel in safe practices, procedures, and job safety requirements, thoroughly investigate all accidents and
correct the causes immediately, and support operations to ensure
